According to this document from 2004, the Woodlands Community Service Corporation spent $259,843 on travel, conferences, conventions and meetings. This is the latest information that was available since the procedure followed by Mrs. Sharp (Assistant General Manger) includes filing for extensions thus postponing the need to provide this information until the fall of the following year.
An example of this type of spending is presented in this memo (page 1, page 2). It appears that while the community is attempting to place increased law enforcement presence at the top of their list, The Woodlands Fire Department’s fire chief, Chief Benson, is sending individuals on trips to clown conventions in Las Vegas.
Did you notice how Chief Benson seems to already be absolving himself from the responsibility of this program? From reading this memo, if I was Deputy Chief Windham, I would be a bit concerned with quotes like the following:
- “…requested by Deputy Chief Windham…”
- “…Deputy Fire Chief Windham authorized the use of budgeted funds…”
- “…Chief Windham also authorized budgeted funds…”
- “This request for training was approved by Deputy Chief Windham and utilized budgeted funds…”
Of course I could be wrong, but it seems that the initial groundwork is being laid for a plausible deniability claim by Chief Benson in the future.
