Aslam Ismail Kapadia
A Federal Indictment was unsealed late last year against Judge Alan B. Sadler’s business partner, Aslam Ismail Kapadia.
(The Docket Sheet for the Indictment makes clear in a “highlighted” 12/29/2008 entry that the US Attorney’s office initially “misspelled” Mr. Kapadia’s middle name as ”Ismael” but corrected the misspelling to read “Ismail” which is the true and correct spelling of Mr. Kapadia’s middle name). Mr. Kapadia and Judge Sadler have been partners for a number of years in numerous Gas Stations and Convenience Stores around Texas and Montgomery County.
As disclosed in Judge Sadler’s 2009 Personal Financial Statement (posted here on this site), Sadler derives income from (and indicates he is “employed” by) a partnership with Kapadia named Development II Partners, Inc. Secretary of State records also show that Sadler is Vice-President of Development II Partners, Inc.
Sadler also disclosed a 50% interest in three other business entities named Kapadia/Sadler Development, Inc., Sadler Kapadia Investments, Inc.,and Tri-Star Fuel Distributors, Inc. Public records indicate Judge Sadler also holds executive positions with each of these three entities too (which Sadler FAILED to disclose in his PFS).
Public records also reveal that Sadler and Kapadia are Directors (along with Michael M. McIver and David C. Angel) of another entity named Development IV Partners, Inc. which Judge Sadler also FAILED to disclose in his PFS filed in 2009.
An interesting note……..If you look at Sadler’s personally hand-printed 2009 PFS he refers (in four places) to Kapadia’s name. I believe he intentionally misspelled his partner’s last name in all four places. Cleverly replacing the first and second “A’s” in Kapadia’s name with the letter “O” making it impossible for a person to find the Federal Indictment in an internet search if you were searching for “Kopodia” (as Sadler spelled it).
I’m sure Judge Sadler will claim these are simple spelling mistakes but I don’t believe that for one minute because he (Sadler) seems to have had no problem whatsoever spelling Mr. Kapadia’s name correctly in other public “filings” indicating numerous bank loans and contracts entered into by both men each one of which has Kapadia’s name spelled correctly.
And get this, Texas Secretary of State records also show another business entity by the name of Tri-Star Operations & Management, Inc. was set up on April 22, 2009, which was well after Mr. Kapadia got himself indicted for Conspiracy to commit Money-Laundering and Conspiracy to commit Mail Fraud.
Judge Sadler is listed in the filing of this newly-formed business as a 37.5% partner and with the title and position of Vice-President. I guess the old adage “birds of a feather flock together” might be appropriate right about here.
Are we to believe that Judge Sadler had NO IDEA of his partner’s Federal Indictment when he participated in the setting up of this new entity in April of this year? I don’t think so.
In light of his recent DWI “conviction” coupled with this disturbing information, isn’t it about time that Judge Sadler step down from running this county? (Click to see Actual Indictment)
I assume all the blacked-out names of individuals and entities in the indictment are the “unindicted” co-conspirators mentioned throughout the document. Time will tell if any of them will also be indicted in the days to come.
Indications are that Mr. Kapadia may have attempted to flee the jurisdiction of the United States earlier this year, having his Houston attorney, George Parnham, petition the Federal Judge in the case for permission to have his Indian and U.S. passports returned (which were surrendered at his arrest) so he could travel out of the country for an alleged wedding in England and then to India to allegedly visit his dying mother there.

It has been pointed out to me by a reader here that the Kapadia Indictment includes (on page 25) a Forfeiture Clause for all defendants. This must surely be putting the “squeeze” on Judge Sadler’s ability to continue to operate his Kapadia partnerships. Perhaps this is why Judge Sadler had the aforementioned NEW partnership (Tri-Star Operations & Maintenance) set-up in April of this year which seems to me to fly directly in the face of the “Forfeiture” clause in the Indictment. Has Judge Sadler set himself up to become a “Third-Party Transferee” of Kapadia’s assets?
Time will tell.
Next up is danny signorelli and ed rhinehart , making alot of money
off east county. Cowan is gone so its getting there.
isnt it odd the a company Signorelli would buy a piece of property in east county then turn around and sell it to ed rhinehart and prct.4 and after selling it to his buddy go to comissioners court and get it named ed rhinehart sports complex at valley ranch. Quick note signorelli owns valley ranch and donates money to eds campaign.
Why didnt county buy property straight from seller .Also why did county pave and pay for a 2 mile road that goes into only Valley ranch.Odd because word around here is that signorelli donated land back to county so he didnt have to pay for road.So us tax payers did it for him.Stay tuned because this story is going to be big once we connect the dots. how can this website have any credibility, when it allows slander and lies to be posted under the guise of fake names like John Ramos. Ramos aparently was a leader of a witch hunt against a fantastic super intendant in Rick Cowan. And after skewing facts and getting the Super intendant removed, later saw that all accusations were false, and all the crony school board members that supported that poor plan, lost their elections immediately thereafter. At the end of the day, you only hurt an excellent school district.
AS far as Commisioner Rinehart goes, he is the best kind of politician. One that is not a politician at all. Naturally honest, all day long, with a great heart for people, with the good of the public always his top priority. The slanderous lies and accusations above are appauling. and your cowardly comments under a fake name say alot about who you are..
As far as Ed Rinehart Park goes. He deserves much more than a park to be named after him, just for putting up with ignorant and ill-informed people like “John Ramos”. A good man builds 12 first class little league fields for the community, for the kids, and this clown tries to make another good deed smell bad.
And as far as the real estate transaction with Danny Signorelli is concerned. The county bought 30 of 40 acres acquired by signorelli. The land was sold at ‘cost’, which was probably 25% of what the land was worth and therefore a hell of a donation on behalf of the signorelli company, for the good of the Porter/New Caney community, the kids, and the good of a commissioner who deserves more respect from people than shown here.
Mr. FOZ, Host of this website, it would go a long way for your sites credibility, by disallowing and removing slanderous and ill-informed comments that simply spread unfounded, baseless lies, conjugated in the mind of somebody using an alias, to defame good people doing good things for the community.
I’ll tell you how this website can have “credibility”. So far as I can tell there has not been ONE fact brought forth here under the category of “Public Information” that has ever been proven to be NOT factual at the time it was published! Everything else here is just commentary and opinion.

Sounds to me like you are more mad at not knowing who “John Ramos” really is and that tells me that he is very smart to have posted his comments and opinions under a pseudonym.

Lastly…you might want to check your use of the terms “slander” and “slanderous”…..they both mean “spoken” defamation.
The correct term for “written” comments that defame is “libel” and “libelous”.
