Kidnapping
South Montgomery County
At approximately 11:05 AM this morning, December 24, 2009, the Montgomery County Sheriff’s Office received a call from the Harris County Sheriff’s Office regarding a female that was found on the side of IH-45 just inside Harris County at approximately 10:30 AM. The information received indicated the female/victim had been dropped off on the side of IH-45 after she was taken from the parking lot of Molly’s Pub, located in the South Montgomery County area. The initial investigation revealed that at approximately 2:00 AM, the female victim was leaving the location and as she was getting into her vehicle, a male suspect came up behind her and forced her into her vehicle. The suspect then assaulted the victim by placing his hands around her neck causing her to blackout.
The Montgomery County Sheriff’s Office Persons Crimes Detectives have initiated an ongoing investigation into this incident.
Sgt. Melvin Franklin

South County has turned into another Sharpstown. Without Incorporation and our own police force we will end up the same way. Home Invasions, murder, assaults on women, are coming everyday now. Stay vigilante, stay safe. I know that the deputies are doing what they can, but someone needs to explain to the board the law on Contract deputies, as well as to how many the SO actually has.
The Sheriff can accept money for a 100 deputies, he can’t give you what he doesn’t have. So come January, you will just be paying for more deputies he doesn’t have. Prove me wrong board members. You can’t.
Until you incorporate and put OUR 60 officers on the street, who answer calls IN TW, nothing will change.
Nothing will change even if TW had their own PD. TW Deputies only handle TW calls, they don’t handle calls outside of TW.
You prove what I said. Some one needs to explain the law to you. Even The SHERIFF admitted they answer calls outside TW. Foz has it on tape. It’s on Video. It’s in the SO’s logs.
So what your saying is that when the Sheriff says they left TW, he’s a liar.
Real good. Read the contract Bryan and have some more Kool Aid.
By the way Dino’s were real. Ask Nelda Blair, she’s building a amusement park in East County for them.
TW Deputies do not handle regular calls outside TW. Of course they have to provide mutual aid to other departments. If a DPS Trooper is getting assaulted on 45 you bet TW Deputies will respond. If TW gets their own PD they will do the same. The do not and will not handle calls in other districts. TW Deputies do not go to other districts to pick up the slack.
Have you taken any ICS classes? What is your LE experience? Have you seen the schedule concerning TW Deputies? Since you scan LE channels how many do you listen to? Which ones? Do you know the difference between the callsigns? Can you pick up the secure channels? Have you seen the new hires for TW? Are people transferring from other districts into TW?
Can you answer these questions?
You know nothing of the big picture, all you get is tidbits of info and put them together to fit your mold. Good thing most people know that people like you only have an axe to grind.
Well I see you don’t know who I am. I worked out here. My old partner is one of the supervisors. I first pinned a badge on in 1977. I’ve been a jail deputy, patrol deputy, instructor, FTO, Detective, Asst Chief.
Yes I know the call signs and all the channels. Yes I know how the schedules are made up. Yes I know what is supposed to be in TW. Yes I had answered calls outside TW that were not emergencies.
By the way, East County and Lake Conroe is not just out on 45. My partner is no longer in TW and yes deputies have been transferred and yes the county approved 8.
I was one of the first contract deputies in the State of Texas. Channel 11 did a big story on me. My wife an attorney pointed out that TW was not following the law on contract deputies.
Again, if you say they don’t work outside TW, then you would be calling the Sheriff a liar. Because even he admitted they were, as per the contract.
What is your LE background?
I forgot Bryan, I am also a Master Peace Officer, Academically Recongnized by the State. I am FEMA certified and am also a Military police supervisor.
You really think I need that ICS class, or teach it?
Was this back in the 70s are do you still work for MCSO? Things change, just because you were in the know 25+ years ago doesn’t mean things are still the same.
When was the last time you worked for MCSO in TW? When did you retire from MCSO? Nothing will change from TW having their own PD.
I’m curious about TW Deputies handling regular calls outside of TW, can you provide calls for that? Are they regular calls or mutual aid calls? When? Where? What was the priority?
2007
I understand what you are trying to say and I wish you were right. The same thing happened in Harris County.
The law says that LE may not enter into an exclusive contract. This is because everyone is entiltled the the same level of LE.
Contract deputies are not funded as say an extra job. They are on duty in the county as county employees. The contract merely implies that as possible certain deputies will try to remain in the contracted area.
The problem to this is two fold.
One is that MC is already understaffed. Severly understaffed. That is why the new wing is not open. It is also why the county has to be reactive instead of proactive.
Second is that you can say there is 60 more slots in TW, but they are not filled, and with the law as it is, the deputies most provide the same level of protection through out the entire county.
Bottom line: If you are short handed in other parts of the county, The Sheriif MUST by law, move TW deputies to answer calls elsewhere.
He is short everywhere, everyday, every shift. Look at your current tax statement. Only 8 deputies were approved for the sheriff and 5 constables.
As for the calls. Look at this site. It has radio calls recorded, such as the 50 minute response for TW FD to get help from the deputies. You can lsiten to the calls. One of our group has the logs……………….
The Sheriff himself in a Woodlands meeting admitted to everything I said.
We have given you the Facts, but as my dad always said, “You can lead a horse to water, but you can’t make him drink”.
My site is: http://bustcorruptionthewoodlands.blogspot.com/
Understand that I know city cops also. I’ve been a city cop. In fact, Chief Andy Walters from ORN, and I worked together in the 80’s.
Basic Police work doesn’t change, just the equipment. I am a pilot also. I have an antique book on flying. The principles of flight have not changed. Planes still fly the same way, but the aircraft have definately changed.
With an incorporated city, you are assured your officers will only leave the city on an emergency call.
My suggestion is that you listen to the radio, look at the capture and responce for ORN, Shanandoah v. The County.
Read the articles on here. Look up the law. Use The freedom of Information Act to get the contract.

Understand I am not anti sheriff, we worked for the same agency before he became sheriff. Most assuradly I’m not against the deputies. I am pro blue through and through.
In fact I still fight crime. I am the one who uncovered Fred O’Conner.
I only ask you do your research before you acuse me of having an axe to grind.
One more thing. Reading the language, Mutual Aid, priority, confirms where you’ve been. It’s kind of like when someone not in the KNOW ask me how many people I’ve killed.
Call Rex White down at the academy U of H DT. Tell him I sent you. Then attend the academy and pin a badge on up here as a reserve. Do about 5 years on the street, and then use the lingo.
By the way, what is your background? Please don’t give a big education lecture. I’m post grad educated.
I would love to talk to you other than on a board. I hate typing.
