Les Tarrance Sr., former Woodlands Township board member, pleaded guilty to “conspiracy to commit mail fraud and wire fraud” charges in a U.S. District Court on July 17, 2007.
Tarrance’s criminal judgment, dated February 18, 2009 imposed a 12 month probation period and ordered Tarrance to repay approximately $1.8 million in restitution to his victims. Later, on October 26, 2009, his probation period was extended until 2014.
On December 22, 2009, Tarrance signed an Order and Agreed Resolution with the Texas Ethics Commission (TEC) in which he agreed to pay a $700 civil penalty for allegedly making a corporate donation to Precinct 1 Constable Don Chumley’s political campaign. State campaign finance laws prohibit corporate contributions to individual candidates.
Tarrance’s TEC Resolution is markedly different from most other resolutions due to the handwritten note included in the resolution. The handwritten note, located on page four of the document, strongly opposes the $700 fine, calling it “outrageous” and saying the Commission should be ashamed of the size of the fine.
The last line of the note succinctly tells the Commission, “I hope you all go to Hell.”
