Montgomery County Pct 4 Constable Kenneth “Rowdy” Hayden reports the following events for the dates of June 22 – June 29, 2010:

Montgomery County Constable Pct. 4 Deputies served 86 civil papers and 8 writs throughout East Montgomery County. Numerous suspects were arrested, clearing 26 JP4 warrants, 1 Harris County warrant.

No Driver’s License, No Insurance, No Way!

20 vehicles were towed in East Montgomery County because 9 drivers had no license and/or no insurance, 9 drivers were arrested during traffic stops, and 2 were towed for other reasons.

Disaster Preparation

The Constable’s Office has been coordinating with Pct. 4 Commissioner Ed Rinehart and the Montgomery County Office of Emergency Management in anticipation of potential problems from Hurricane Alex. In the event that a hurricane makes landfall in this area the Constable’s Office is prepared to work 12 hour shifts to provide protection to the citizens of East Montgomery County and their property and to assist MCOEM in whatever capacity needed.

Celebrate Safely and Legally!

Alcohol related crimes are expected to increase as people celebrate the July 4 holiday this weekend. Pct. 4 deputies will be out in force, working with District Attorney Brett Ligon’s Office and concentrating on alcohol related offenses including driving while intoxicated, public intoxication, open containers, minors in possession of alcohol, and providing alcohol to minors.

According to the Texas Department of Transportation, in 2008 (the latest data available), there were 16.163 alcohol-related crashes on Texas Roadways and 561 of those involved one or more death.

Constable Hayden urges those over 21 who plan to consume alcohol this weekend to be responsible by choosing a designated driver in advance, and avoiding a free ride to jail.

Around 1 p.m. on Sunday, Constable Kenneth “Rowdy” Hayden arrested three women on various charges after finding them traveling in a stolen pickup. The Constable saw a blue, green and silver Dodge Dually pickup pull out of the Porter Sports Bar on Loop 494, southbound without headlights activated. The truck also had no mud flaps, which are required by Texas law on dual wheeled vehicles. Constable Hayden stopped the truck at FM 1314 and Loop 494. The driver was 23-year-old Ashley Applegate of New Caney, and her passengers were 41-year-old Tammie Renee Applegate of Mineola and 27-year-old Jeanette Delane Barnett of Cleveland. The Constable noticed the truck’s VIN on the dash panel appeared to be altered and when he checked the number against the VIN in the door, they were different. The VIN in the door did not appear altered and matched a 2002 Dodge Dually pickup reported stolen from Montgomery. Constable Hayden placed the driver in custody and asked the other two women to step out of the truck. He found Barnett in possession of marijuana concealed in a pack of cigarettes, and with the assistance of Deputy Julie Wienke of the Montgomery County Sheriff’s Office, Tammie Applegate was found to have methamphetamine hidden on her person.

Ashley Nicole Applegate is charged with unauthorized use of a motor vehicle; Jeanette Delane Barnett is charged with possession of marijuana and Tammie Renee Applegate is charged with possession of a controlled substance.

The ride began in a stolen truck and ended in a patrol car

Deputy D. Smith was on patrol Monday afternoon when he spotted a stolen Ford F-250 pickup southbound on Hwy 59. The truck took the FM 1314 exit onto the feeder road, and then turned right into the Valley Ranch subdivision where the driver significantly increased his speed. As Deputy Smith activated his emergency lights and siren, he saw someone toss something from the passenger side of the truck. The deputy successfully stopped the pickup in the parking area of a neighborhood park and found 27-year-old James Benjamin Tidwell of Porter was the driver and 31-year-old Yolanda Kay Clark/Stuckey of Splendora was his passenger. Additional Pct. 4 Deputies including D. Morrow and Sgt. B. Clendennen responded to assist Smith. Deputy Morrow located the item tossed from the truck, which was a vinyl zippered container with three unused syringes and a set of scales inside. Tidwell is charged with unauthorized use of a motor vehicle and Clark/Stuckey is charged with tampering with evidence.

Kenneth Martin

Kenneth Odell Martin, 42, formerly of Splendora has violated the terms of his parole and a “blue warrant” has been issued for his arrest and return to prison. The charge for which he was last imprisoned was felony theft, but Martin has a lengthy criminal history including narcotics charges, theft of a fire truck, robbery, fail to identify fugitive from justice, driving while intoxicated, and driving while license suspended. Martin is connected with the Aryan Creed prison gang. He is 5 feet 8 inches tall, with black hair and brown eyes and weighs approximately 156 pounds.
