MCSO Press Release – Officer Involved Shooting – Woodlands (Updated)

4-17-12 10:43 a.m.

Bryan Keith Carnes, 07-16-1967 (44 YOA) from Willis, Texas, has been identified as the person shot and killed this morning after the pursuit that started in the Willis area.

Justice of the Peace, Pct 3 Judge Edie Connelly ordered the body sent to the Montgomery County Forensic Center for autopsy. The autopsy is scheduled for later today.

The investigation is on-going as investigators examine evidence and conduct interviews and the deputy has been placed on administrative leave as is the case in any officer involved shooting.

Original Press ReleaseJust before 1:00 AM this morning an officer with the Willis Police Department attempted to stop a vehicle after viewing a traffic violation.  The driver of the vehicle failed to stop and led police south on IH 45.  Officers saw the suspect throwing items, believed to be some type of narcotic, from the truck as the suspect continued to drive.

During the pursuit the suspect remotely opened and closed the cover over the bed of the truck and would move a boom with a wheel chair on it out over the roadway and at times lowering the wheel chair down so the chair would bounce on the roadway and off the side of the truck.  The wheel chair never dislodged and remained tethered to the boom.

During the chase officers with the Conroe Police Department, Shenandoah Police Department, Department of Public Safety and the Montgomery County Sheriff’s Office attempted to spike the vehicle’s tires.  At least one of the attempts was successful and three of the four tires were flattened.

The suspect vehicle struck a concrete barrier just south of Woodlands Parkway and came to rest on the outside shoulder of the interstate.  When deputies and officers approached the suspect, the suspect opened the vehicle’s door yelling that he had a gun and yelled “shoot me.”  The suspect reached down retrieving something from under the driver’s seat.  A deputy with the Montgomery County Sheriff’s Office fired at least three rounds from his pistol striking the suspect in the torso.

The suspect was taken to the Woodlands Hospital by ambulance where he later died.  The suspect is a paralyzed mid-40’s white male.  Attempts are being made to locate a next of kin.

The freeway south bound on IH 45 was closed for several hours with traffic being diverted onto to the service road.  The outer lanes of the freeway have been opened as early morning commuter traffic begins to increase.

The scene investigation will continue into the morning.  Montgomery County Sheriff’s Office Major Crimes, Montgomery County District Attorney’s Office and the Texas Rangers are working together to complete the investigation.

Updated information will be released periodically as new information is available.

  1. Bryan Carnes was murdered by the Montgomery county sheriff. He had been harrased by the Willis cop several times. Bryan did throw some weed out of his window, but did not deserve to be killed for it. The grand jury found that nothing had been found wrong with the way the sheriff murdered Bryan. I will not stop until Bryan and his family gets justice! It could be my mom, brother, sister or friend next time; I will not wait for a next time. Bryan was trying to pull over where other people were around so he would be treated right. All of the parties involved in this were in the wrong. Why even chase him? The Willis cop knew Bryan and where he lived! Why cause harm to him and many people on the road? They handled this very unprofessionally and must pay. Bryan has children and grandchildren that deserve JUSTICE!!!

  2. I have the police scanner downloads from all of the chase. As per recorded audio scanner files, Bryan pulled over and did not crash into the cement. His truck shows no dents or anything from a crash. Also, Bryan pulled over and was shot and killed within 1 minute and 40 seconds!!!!! How much talking did the police try to do with him? Bryan could not run or jump out of his truck, but the officer felt like he had to kill him???!!! This was a brutal murder! Then, as per the scanner, the police told the ambulance driver the wrong directions and Bryan died. They shot him directly across the street from the hospital, but yet it took over 30 minutes to get Bryan to the hospital. They did not try to save his life!!!! This is definately a wrongful death!! We need to train our officers or they need to be released after killing unarmed people. Bryan did not have a gun, nor could he reach UNDER his seat. The whole police report is wrong and unacceptable!!! I demand answers and will not stop until they are released!!!!!
