I found the NOTAM ( notice to airmen ) on the FAA site:
!CXO 04/327 CXO SVC TWR LC 124.125 GC 120.45 1200-0300 DLY WEF 0905071200
Deciphered it means:
Local Control 124.125
Ground Control 120.45
Operational daily 1200Z-0300Z daily ( 7AM – 10PM )
Effective May 7 2009

I just got confirmation on ground control… apparently the tower doesn't " officially " open until 7 May, but they are working this morning.
I'm under the approach path to runway 19… approx 1 mile North of the airport.
ETA: Both freqs are working with good signal…
Local control position( airborne aircraft ) is fairly busy.
Anyone else getting decent signal from the tower ?

Since law enforcement feed #2 has limited traffic, I have temporarily added the Airport frequencies to that feed.
Not for sure yet how good the reception will be.

FOZ … Please let me know how well you are getting reception on the tower freqs. Remember they are AM on the scanner.
I'm assuming their antennas are either on top of the control tower cab, or at the old AFSS building ( off of Carl Pickering road ).
These types of antenna are generally designed to send the signal upward toward airborne aircraft.
I have noticed that my reception of aircraft on the ground talking to tower is poor…. tower ground is loud & clear.
Overall there is quite a bit of radio traffic when the tower is open…. I did hear the controllers say that the instructions are " advisory " only, until May 7…. after that, they will be issuing clearances.

Am unable to receive either freq with a handheld with stock antenna inside.
Taking the unit outside I can faintly pickup some comms.
Remember I am in south county nearly into harris county.
Would have to get a directional external antenna to pick the comms up reliably I think
