Well, it looks like there is a Santa Claus……..thank you Mr. Ligon and Mr. Grant for indicting Mayor O'Connor. If the facts that have been published so far are found to be true then Mr. O'Connor should be headed to jail. It seems he was deep into hiding his monetary connections to the Biofuels company.
One of the Monitor's members (Mdonn76405) deserves a big hand for bringing the Biofuels dirty deals to light. Thanks Mdonn. Keep up the good work of exposing public corruption.

Anyone have any info on whether ORN City Manager Mendez will also be indicted? Maybe he made a deal to testify against the mayor to save his own skin? The city needs to "clean house" by ousting everyone who had anything to do with the Biofuels deals. Will taxpayer money be used by O'Connor to defend himself?

Looks like Mendes is out! The council voted 3-2 to oust him citing issues surrounding the Biofuels deal and Mendes' failure to apprise the coucil of all that he knew of the mayor's insider connection.
Don't these officials ever figure they will get caught? Not if they are arrogant they don't!

Now that you have seen this, let me tell you that when this came to light, I wrote all the board members and a several others, and included the statute explaining that this was a conflict. I sent it to some of our legislators.
You cannot tell me that with all the high priced lawyers on the board or employed by the TW, they didn't advise O'Conner of the problem. Plus, Biofuels had a lawyer on their advisory board, as well as a former governor.
I also posted it in several locations and advised the DA. My Blog list who read the post.
These people chose to ignore it, to include O'Conner's former lawyer Bruce Tough.
At the very least, all these people should step down. In my opinion, they should have charges brought against them.

"If it's out there and we qualify, there is a good chance we will get it," said Nelda Luce Blair, chairwoman of The Woodlands Township, the new government entity which represents the community. The project would retrofit the Town Center fleet to use biofuels and extend service to business areas in Shenandoah and Oak Ridge North. It also would develop a biofuel facility to serve the project and involve a research component using the Houston Advanced Research Center in The Woodlands. "We think this is an excellent opportunity for the township to pursue federal funds," said Barry M. Goodman, president of The Goodman Corp., a transportation consultant hired by the township. The Woodlands Township is seeking $3.4 million for the project through earmarks in the Fiscal Year 2009 Congressional Appropriations budgets for transportation, water and energy, Goodman said. "Because the township is involved in transportation and because the demand is so great and because there is a growing theme to adopt new environmental practices, we want to pursue additional vehicles to operate in the larger Woodlands area," Goodman said. Proposed plans Under the proposal, the four trolleys that operate in Town Center would be converted from using propane to biofuels. The project would add a transfer stop at The Woodlands Mall for two lines one operating along the Interstate 45 feeder road in Shenandoah and the second operating along the feeder road in Oak Ridge North. The new routes would require six new trolleys. Trolley Service for South County The Woodlands Township Executive Committee voted Wednesday to pursue federal funding for an expanded trolley service for South Montgomery County. The 10‐vehicle fleet would operate on biodiesel produced by a local company. Here are the main components of the $3.4 million plan: • Routes: The Town Center route will continue with a transfer station for a line along the Interstate 45 feeder in Shenandoah and a second line along the feeder road in Oak Ridge North. • Fuel: The trolley would use biofuels produced by Safe Renewables Corp. in Oak Ridge North. That fuel uses various feed stocks including soy oil, cottonseed oil, canola oil and animal fats. • Research: The project would include a two‐year research component by the Houston Advanced Research Center, which would monitor trolleys and operations. Source: The Goodman Corp. The system would rely on biofuel produced by Safe Renewables Corp., which supplies the area's first biodiesel generating plant in Oak Ridge North. That company produces biofuels using multiple feedstocks, such as soy oil, cottonseed oil, canola oil and animal fats. The proposal also includes a biofueling facility to serve the project. Another component of the program would involve research by the Houston Advanced Research Center, which would monitor the fleet and operations for two years, Goodman said. That entity is dedicated to improving the environment through the use of sustainable science and development. The executive committee of the township board gave its president Frank Robinson the authority to apply for the fund, but the board made no financial commitment on whether it would operate the program. The proposal will be submitted to the members of the state's congressional delegation, including U.S. Sen. Kay Bailey Hutchinson, R‐Dallas, and Sen. John Cornyn, R‐San Antonio, and U.S. Rep. Kevin Brady, R‐The Woodlands. Goodman said that Rep. Nick Lampson, D‐Stafford, also is interested in alternative fuels. Federal funding does require a 20 percent local match, but Goodman said that funding could be made up with the value of the land for the transfer station or a little‐known fund generated by toll roads in the area. Township board member Lloyd Matthews asked if the system could be expanded to village centers in The Woodlands. "That's part of what we are doing here," Robinson said. "We could be a model green community." Township board member Fred O'Connor, who is the mayor of Oak Ridge North, said that transportation continues to be the number one concern among residents of the county. "When you analyze all the areas of need, transportation is always in the top two," O'Connor said. Blair said the township, which represents 86,000 residents, now is a significant entity that can pursue major funding for projects, including new transportation options. "It puts us in a new category because we are so much larger," Blair said. "As the government for the entire Woodlands, certainly it is on our radar." "

I would ask why the "fund" generated by toll roads in the area is "little-known"? What fund is Mr. Goodman (the transportation consultant hired by the township) referring to? When was this fund set up? By what legal entity was it set up? Who operates the fund? Who has access to the funds? Under what authority? What banking institution is the account set up at? How much is in the fund? How many signatures are required to spend the funds? Whose specific signatures are required to disburse monies from the fund? Where specifically does the money deposited into the fund come from?
I would also like to know what paperwork was Mr. Goodman privy to that let him in on the knowledge of its' existence? Who has that paperwork, as it is public information open to PIA requests.

A couple of days ago Mr O'Connor pleaded guilty to the misdemeanor charge of "conflict of interest". Too bad they didn't get him for official misconduct, fraud, conspiracy, malfeasance and every other thing he appears to have done that broke laws (local and federal).
He will get a "slap on the hand" and be on his merry way to screwing the taxpayers in some other way with the help of his cronies in The Woodlands, Oak Ridge North, Shenandoah and Conroe.
O'Connor's pal (ex-City Manager) Mendes, actually had people going door to door in Oak Ridge North trying to get resident's signatures on a petition to reinstate him to his job!
Didn't anyone read the docs posted on this site that shows that Mr. Mendes thought his job entitled him to FREE auto parts for his personal vehicle? Yep, he needed a part for his own vehicle and so the part was ordered through the city and charged to the City's account (which is discounted by the way) and he had it installed by a city employee on city time! It was just another amount on the city's monthly invoice from the parts vendor.
Call me a skeptic, but I don't think that he EVER intended to pay for that part. He thought the Oak Ridge resident's should pay for it with their own hard earned dollars.
Seems to me that he only paid the city back the (discounted) price for the part when he was CAUGHT in this Biofuels escapade and certain city documents were going to be inspected by law enforcement!! There's no telling what other "perks" he got away with stealing while he was employed by the taxpayers?
Good thing this guy was sent packing by the ORN City Council……let's send ALL INCUMBENTS packing this year! Let's CLEAN HOUSE ALL OVER TEXAS!
