I do not have any Walker County Contact info, but I am sure a quick google search could get you an address for Walker County Sheriff as well as Sam Houston State University Police and Huntsville PD.
As far as your example request, I would also add a starting location and an ending location in your request.
Starting location could be a bit tricky. The attempt to locate (ATL) was originally aired for Eva and Liberty Street in Montgomery, Texas. First visual contact was made at FM-1097 and Bentwater Drive.
For an ending location, it was 16th St. and Avenue E.
Remember the Public Information Act allows governmental entities to charge for the information requested. They can also give it out for free if they so choose.
Typically we have paid from $0 to $4 per dvd for information.
If you think the section below applies, you can ask the governmental entity to waive all fees.
552.267. WAIVER OR REDUCTION OF CHARGE FOR PROVIDING
COPY OF PUBLIC INFORMATION. (a) A governmental body shall provide a copy of public information without charge or at a reduced charge if the governmental body determines that waiver or reduction of the charge is in the public interest because providing the copy of the information primarily benefits the general public.
(b) If the cost to a governmental body of processing the collection of a charge for providing a copy of public information will exceed the amount of the charge, the governmental body may waive the charge.
Also, one exception from disclosure under the Act includes information related to a criminal investigation.
552.108(a)(1) Information held by a law enforcement agency or prosecutor that deals with the detection, investigation, or prosecution of crime is excepted from the requirements.
However, since the potential suspect in any crime committed is deceased, I am not sure that exception would still apply.
If the governmental body wishes to withhold the information they must ask the Attorney General's Office for a ruling. Typically in Montgomery County, the County Attorney will send you a letter alerting you that they are asking for a ruling from the AG's office.
