Page 21 is an interesting page containing a $37,000 expense for an employee party and a $60,000 public safety marketing party. Both of these events are payoffs for the insiders and political supporters of the players.

Here is another purchase order. As you can see Woodlands’ assessment fees purchased $5,500+ worth of backpacks along with shipping. This type of spending appears to occur on a routine basis.

Late last year the Community Associations of The Woodlands, TX ( CATW ) purchased 12 sandwiches and 12 soft drinks for a grand total including tip and tax of $354.45.
